You can only move frames if there is somewhere they can go. If you only have one frame on the page, you obviously can not move it anywhere. The frames essentially trade places when you move them. Play around to see how it works.
You can move any frame around the page using the following tools in the editor:
(move frame left)
(move frame right)
(move frame up)
(move frame down)
