The fewest number of content frames you can have is ONE. Therefore you don't really add a frame, you actually split frames into more frames.
To Split a Frame to make a new frame click the 
or 
icon in the editor bar to SPLIT any one frame into two frames.

Now you can enter content into this new frame or you can change the frame type to display a module component view.
